b) before at lower latitudes - at -why???
c) before they did it at lower latitudes - Use of it
d) before they appeared at lower latitudes

a) => animals appeared befre lower latitudes !!
b) before at lower latitudes => incomplete
c) before they did it at lower latitudes => "it" what ??
d) before they appeared at lower latitudes
e) preceding their appearance at lower latitudes. => wordy

You are right. The sentence tells that ancestors (then there are examples of particular plants and animals) appeared on the fringes of arctic ocean before they appeared at lower latitudes.
