(1) 40 percent of the socks in the drawer are blue.
(2) The ratio of blue socks to red socks in the drawer is 2 : 1.

Statement 1: If 40% of socks are blue then 12 out of 30 socks are blue .
Probability of picking 2 blue socks will be (2/5) (11/29) . Sufficient

Statement 2: There can be socks of other colours other then blue or red . Statement is Insufficient .

Statement 1 : Number of blue socks are given out of total 30 socks. Hence Sufficient.
Statement 2 : ratio of socks given, number of blue socks can be found and hence Sufficient.

IMO:A

Total Socks are known(30). Blue Socks are known(40% of 30 = 12). Need to find probability of two blue .
=>12/30*11/29
=> Sufficient.

In Statement two we are given red and blue socks' ratio but is not given that in the drawer only these two socks are present. There could be socks of other colours also. => Insufficient.
