Just saying that they are unable to extend an offer to me this year and they wanted to let me know that if I am still interested in Johnson, they hope that I will consider reapplying next year.

What is interesting is that they ask me to include the waitlist updates that I sent to them over the passed season in the re-applicant essay because these are important for the committee to remember when reviewing my application next year.

Interesting, why would they ask you to keep all, basically old materials and reuse them once again.
