Waitlisted without interview

Waitlisted without even getting interviewed...
This doesn't make any sense, has anyone got rejected at all?
It seems to me that everyone other than accepted candidates have been put into wait list.
Not getting an interview invite would usually mean not having enough merit to be considered for admission,
and getting wait listed would usually imply having enough merit to be considered for admission(but having a lot of better candidates).
So which one is it?
I hope someone clears the confusion so that there is no false hope.

Could it be that they've just bought more time to review applications? Not rejecting anyone, and still keeping applications in play, but technically making the March 26th deadline with a "decision". Only those candidates they were absolutely sure about have got admits. Perhaps they're evaluating the rest, and tagging them as "waitlisted". This would also explain the fluid nature of waitlist decisions -- on a self-professed "rolling basis".
