Collective nouns can be either singular or plural, depending on context.

In this case, allied forces is the plural form of allied force.

Thus, allied forces are groups = plural.

I would say this question is not a quality question. There is a shift in emphasis in option A and D.

Culturally and politically diverse nations – France, Great Britain, the Soviet Union, and the United States – every one of the Allied Forces in World War II were united in their common fight against Germany.
A. Culturally and politically diverse nations – France, Great Britain, the Soviet Union, and the United States – every one of the Allied Forces in World War II were -- two possible subjects-- construction issue.

B. Each of the Allied Forces in World War II – France, Great Britain, the Soviet Union, and the United States – were culturally and politically diverse nations,
C. Culturally and politically diverse nations – France, Great Britain, the Soviet Union, and the United States – each part of the Allied Forces in World War II, -- ed modifier united modifies War II. verb is missing.

D. The Allied Forces in World War II – France, Great Britain, the Soviet Union, and the United States – were culturally and politically diverse nations, -- OK
E. Each one a nation with cultural and political diversity, the Allied Forces in World War II – France, Great Britain, the Soviet Union, and the United States – were -- awkward.


Even i feel the same the OA has a shift in emphasis.

Nice one. Between D and B finally - but D wins out due to the brevity. We don't need 'each of the allied forces'.

Actually, that's not the case, because "united" acts as a verb instead of a modifier in option (C). Therefore, there are no grammatical errors in C, and IMO it does the best job maintaining the emphasis of the original.

One small thought: The subject or the subject phrase, after stripping of the modifiers from the clause (together with modifiers' commas, dashes or brackets) should not be separated from their verbs by a comma.

A. Culturally and politically diverse nations – France, Great Britain, the Soviet Union, and the United States – every one of the Allied Forces in World War II were --- Here the clause started with culturally through the United States is a modifier. The real subject is 'the every one of the Allied Forces in World War II' which is singular and it verb 'were; is plural; this is a blatant SV error.


B. Each of the Allied Forces in World War II – France, Great Britain, the Soviet Union, and the United States – were culturally and politically diverse nations,-- Popping up SV error in 'each … were'.

C. Culturally and politically diverse nations – France, Great Britain, the Soviet Union, and the United States – each part of the Allied Forces in World War II, -- a fragment as already has been pointed out.

D. The Allied Forces in World War II – France, Great Britain, the Soviet Union, and the United States – were culturally and politically diverse nations,-- The best choice.

E. Each one a nation with cultural and political diversity, the Allied Forces in World War II – France, Great Britain, the Soviet Union, and the United States – were --- Here, the phrase starting from ' the Allied is a modifier and the actual subject is 'each one nation" with its verb 'were'; a very noticeable SV error.

daagh sir, thanks for your inputs. I am a bit confused about "The allied forces...were". Isn't "The allied forces" a collective noun and thus Singular?

lets just analyse C

Culturally and politically diverse nations – France, Great Britain, the Soviet Union, and the United States – each part of the Allied Forces in World War II, united in their common fight against Germany.

Now read the sentence above it does not give full meaning.For the sake of clarity if i remove extra information the error is clearly highlighted

Culturally and politically diverse nations united in their common fight against Germany

The above sentence would be correct if some more information is going to come after the above sentence but here that is not the case .
So we need a main verb to complete the above sentence .Also note that united is a state or a condition
If we have sentence such as Culturally and politically diverse nations united to fight against their common Germany
United is acting as a verb .

So we need a main verb to completely express the idea in the main sentence .

Isn't D a run-on sentence?
The Allied Forces in World War II – France, Great Britain, the Soviet Union, and the United States – were culturally and politically diverse nations, united in their common fight against Germany.

Without examples, it became The Allied Forces in World War II were culturally and politically diverse nations, united in their common fight against Germany. It is hard to believe the sentence is correct.

One way to think the choice D as the correct answer is to treat "united in their common fight against Germany" as a past particle modifier. Although this sentence would be correct, it is cataclysmic in style.
