An anthology of poetry by Anne Bradstreet, a Puritan settler in the North American colonies, was published in 1650, the first book of poetry by a woman in the colonies and it was only the second published by a Puritan.

First split: The key for answering is to identify what the phrase after "and" should be parallel to!!.
First: It should be parallel to "the first book of poetry by a woman", not "Anthropology was published",
so "it was" is incorrect --> A,C out.
Second: it should include (by + noun) --> C,E out
Second split: "only the second" vs "the second one only"
although "only is redundant in "only the second", it still maintain correct meaning which means that Anne's work was the second to be published by a Puritan.
while "only" in "the second one only" is modifying "published", which means that no other poetry is published by Puritans after Anne's -->D,E out
Although the slight redundancy (as in woman in the colonies vs colonial woman),
B is still the best choice because it conveys the correct meaning.
