No, you should not use articles to distinguish between singular and plural. It is self evident, but to be sure notice the appositive modifier that comes right after, "a" is a good indicator of singularity.

Whys is "U.S. Revolutionary War Rolls" not the subject? If its is, then would it be plural subject?

Can't "a collection of records kept by the National Archives" just be a noun modifier separated by commas?
