Once an offer expires you’ve lost leverage. Scholarship negotiation works because you have something real in hand. A competing admit. A competing scholarship. A deposit deadline. Why would they now increase money for someone who didn’t commit when they had the chance?
Also scholarship money is partly yield management. Schools allocate funds to candidates who increase the probability of enrollment. If your offer expired, you signal lower yield probability anyway.
trusting the one who kicked the last offer !! Never!

How would the school know if you have let the offer go. One can always pay multiple deposits

If you've paid the deposit already
That means you've also gotten an I20 and a loan

It takes a lot of effort to get the i20 transferred and get a loan transfer

I don't think they'll not negotiate, but they'll probably not be very flexible
Given, how much effort it takes to get a transfer

It could also depend on the college and the counter offer as well

If you have an admit from T20 and you apply for a scholarship reconsideration at Duke, you'll probably have a tougher time

That's usually how people approach it...

They pay the deposit, get a loan. Then apply for an I20

I also saw a guy try to negotiate with darden showing CBS admit with scholarship but darden didnt budge

It's all about yield protection

If they felt that CBS was generally a better fit and they didn't think that they would be able to offer a meaningful scholarship increase, then they would rather not
