Don't think so.. only email that I got was a week ago, saying "Your decision will be in a week" lol..

I did make an inquiry about my EA status and they replied that I was EA. However, I never got THE email. :/

EA here, reporting for roll call, G(eneral) Brooks!

Regarding the "application is complete" email: I received said email at EXACTLY the same time that the online app portal currently reports that my application was "completed". Knowing this, you may be able to scour your inbox with a little more purpose and who knows, maybe the email is lodged deep in some junk or spam folder...
