My Answer is D:

"Unlike the modest and narrowly targeted proposals...." should be followed by the grand campaign promises, to have correct comparison. With this, A and B can be eliminated.
out of C D and E. In C sharing is missing which actually changes the meaning. So,I eliminated C.

Out of D and E, E is wordy with the usage of belied the fact that...so E is out.
Best out of all choices is D
