This decrease is due to the dust resulting from volcano's eruption and industrial activity, dust that blocks part of the sun rays and hence decreases the temperature slightly. Last we are given that this phenomena hits the northern hemisphere more than the tropics because the sun rays enter the atmosphere through a greater angle in the northern hemisphere than in the tropics
