[Ashmun Institute, the first United States school of higher learning for people of African descent, founded in 1854 by John Miller Dickey and his wife. Sarah Emlen Cresson] and {later renamed Lincoln University after President Abraham Lincoln.}

There are 2 clauses in the sentence, have marked with the brackets. We need the verb for both the clauses as founded and renamed are modifiers not verb. Adding "was" before both the modifiers will convert them to verb.

Choice C does that and is the right answer.

A. founded in 1854 by John Miller Dickey and his wife, Sarah Ernlen Cresson, and
Founded is a past participle and is working as a modifier so SV error
Ashmun Institute is subject but there is no verb for subject

B. which was founded in 1854 by John Miller Dickey and his wife, Sarah Emlen Cresson, and was
No verb for the first part of the sentence
C. was founded in 1854 by John Miller Dickey and his wife, Sarah Emlen Cresson, and was
HOLD ON
correct SV agreement and Correct Parallelism
was....and was...

D. founded in 1854 by John Miller Dickey and his wife, Sarah Ernlen Cresson,
E. was founded in 1854 by John Miller Dickey and his wife, Sarah Emlen Cresson, which was

Answer will be (C) for the following reasons -

Ashmun Institute, the first United States school of higher learning for people of African descent, was founded in 1854 by John Miller Dickey and his wife, Sarah Emlen Cresson, and was later renamed Lincoln University after President Abraham Lincoln.

Ashmun Institute, was founded in 1854 by John Miller Dickey and his wife, and was later renamed Lincoln University after President Abraham Lincoln.

The verb was is absolutely needed in the sentence , all other option except (C) and (E) is devoid of any verb in the sentence, however the which in (E) clearly refers to Sarah Emlen Cresson which is clearly not correct..

Hence answer will be (C)
