I'm struggling to understand how the bold face portion is the main conclusion and not a counterargument to the the statement before. In other words, how is D a better answer than B?

As per the argument, the politician is saying Green party says they are the one favoring the renewable energy development. But the politician says Liberal party has done a lot. Then the politician provides reasons to strengthen his point.
Therefore, we can politician made a conclusion based on those reasons.
Hence, bold face is the main conclusion. Hence, option D.
