Fact 1: Numbers = almost half of the residents POLLED = Mayor=guilty
Fact 2: Before accusation = 52% = Mayor= good
Fact 3: Percentage= 52% of polled =Mayor= Good
why is this surprising?? before accusation we should expect a greater percentage of residents polled to think <ayor is good !! But this isnt !! why??
We want an answer which would tell us that why was "before accusation %" NOT >after accusation %

I am not able to wrap my head around this problem. I chose E. I agree its not a great choice but I couldn't understand option A. Can you please help me understand why A is correct?
