36 = (40/100)*Y ----> Y = 90

For a second I thought it was a trick question. Looking at the answer choices, only E fit the problem. 
A. 14.4  If the rug is 40%, the area of the floor must be atleast the area of the carpet. 
B. 180/7  Same as above. The 180 is a trick. 
D. 50.4  Trap answer. ~5/8 of floor <> 3/5 of floor. Perhaps the answer choices 54 would throw more test takers off. 
C. 60  Trap answer 
E. 90  Valid
