Both options are INSUFFICIENT alone.

Taking both (1) + (2), we get value of x, 9<x<11. Since it is not known whether x is integer or not, we can say, value of x can be from 9.1 <----> 10.9

Thus correct option is E

X Could be anything between 9 and 11 as question didn't asked specifically X is integer or not.
X can take any value between 9 and 11 such as 9.1, 9.2 ..... 10.9.
E is the right answer.
