Sentence requires subjunctive construction so A and D are out
The bus service is begginning its operations not the bus service funding, so B and C are out because of modifier issue.
Option E is correct

12 Days of Christmas GMAT Competition with Lots of Fun

The Chief Minister proposed that additional funding for the new bus service, which could be ready to begin operations as early as next year, should be obtained through the sale of underperforming government assets and not through a loan from the central bank.

(B) that the additional new bus service funding, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank

(C) that the additional new bus service funding, likely ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank

(D) that additional funding for the new bus service, which could be ready to begin operations as early as next year, is obtained through the sale of underperforming government assets and not through a loan from the central bank

(E) that additional funding for the new bus service, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank

subjunctive + Modifier
the verb proposed gives us a hint that the sentence is in a subjunctive mood and thus we are to use the form -
bossy verb + that + noun + bare infinitive

thus, choices A and D are out.

options B and C have modifier issues, with funding incorrectly modifying the non-essential modifier.
left with option E.

The Chief Minister proposed that additional funding for the new bus service, which could be ready to begin operations as early as next year, should be obtained through the sale of underperforming government assets and not through a loan from the central bank.

(A) that additional funding for the new bus service, which could be ready to begin operations as early as next year, should be obtained through the sale of underperforming government assets and not through a loan from the central bank
--> Verb error - 'The CM proposed that funding.. should be obtained...' is incorrect. 'should' must not be used along with the subjunctive word 'proposed'.

(B) that the additional new bus service funding, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank
--> Modifier error - 'which could be ready to begin operations..' incorrectly modifies 'bus service funding'

(C) that the additional new bus service funding, likely ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank
--> Modifier error - 'likely ready to begin operations..' incorrectly modifies 'bus service funding'

(D) that additional funding for the new bus service, which could be ready to begin operations as early as next year, is obtained through the sale of underperforming government assets and not through a loan from the central bank
--> Subjunctive word associated Verb error - 'The CM proposed that funding.. is obtained...' is incorrect. For the subjunctive word 'proposed' the infinitive form of verb i.e., 'be obtained' is required.

(E) that additional funding for the new bus service, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank
--> No errors.

A) Looks okay. Keep.

B) Meaning issue. Which refers to the funding, and it is illogical to say that "the funding could be ready to begin operations as early as next year". Out.

C) Similar meaning issue as B. Once again, the modifier refers to the "bus service funding"

D) While this does correctly refer to the bus service, there is now an issue with the usage of "is". Is implies that the funding being collected, or was collected. The phrase says "proposed". This implies that it has not happened yet, and it is just a proposal. Therefore, is is wrong. Out.

E) This is the same sentence as A, however there is the usage of the command subjunctive. A proposal, imo, is not strong enough to warrant the usage of the command subjunctive.

A is the correct choice.

a) wrong because proposed must be followed by be
b) wrong because "which could be ready to begin operations as early as next year" should immediately follow the new bus service
c)wrong as the same reason as B and likely is not logical to be used as modifier
d)wrong the same reason as a
Hence E is the winner

The Chief Minister proposed that additional funding for the new bus service, which could be ready to begin operations as early as next year, should be obtained through the sale of underperforming government assets and not through a loan from the central bank.

Concept : Subjentive tense

propose + that is a subjunctive tense, We can' use should in such cases. We need to use be instead of is/are/am...

(A) that additional funding for the new bus service, which could be ready to begin operations as early as next year, should be obtained through the sale of underperforming government assets and not through a loan from the central bank We can't use should in Sub. Tense

(B) that the additional new bus service funding, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank Modifier error, The funding won't be in operations next year, It's the bus service.

(C) that the additional new bus service funding, likely ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank Same as B

(D) that additional funding for the new bus service, which could be ready to begin operations as early as next year, is obtained through the sale of underperforming government assets and not through a loan from the central bank We cannot use 'is' in subjective tense.

(E) that additional funding for the new bus service, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank
Both errors are addressed properly in this choice.

proposed is subjunctive trigger word, hence it should be followed by that and the verb will be plural.

(A) that additional funding for the new bus service, which could be ready to begin operations as early as next year, should be obtained through the sale of underperforming government assets and not through a loan from the central bank - Incorrect as using should with verb is incorrect.

(B) that the additional new bus service funding, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank - Incorrect due to relative pronoun modifier error

(C) that the additional new bus service funding, likely ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank - - Incorrect due to wrong modifier error

(D) that additional funding for the new bus service, which could be ready to begin operations as early as next year, is obtained through the sale of underperforming government assets and not through a loan from the central bank - Incorrect due to use of Is+ verb in subjunctive

(E) that additional funding for the new bus service, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank - Correct

In this sentence, the verb 'proposed' is used, which requires a subjunctive mode. This means that the correct structure looks: propose that sth be done.
This immediately lets us eliminate A (because of extra 'should') and D (because of 'is obtained').

And now we have another split, based on what the modifier in the middle refers to - 'bus service funding' (B-C) or 'bus service' itself (E).
Well, this seems quite obvious that when we talk about being ready to begin operations, we are speaking about the transport, not the funding - so, the only right answer is E.

"new bus service funding" modified by the non-underlined non-essential clause does not convey a logical meaning. Eliminate B & C

(A) that additional funding for the new bus service, which could be ready to begin operations as early as next year, should be obtained through the sale of underperforming government assets and not through a loan from the central bank - Not sure if "should be" would make the sentence wrong but considering we have another option without "should". I guess that option would be preferable.

(B) that the additional new bus service funding, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank - Eliminated

(C) that the additional new bus service funding, likely ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank - Eliminated

(D) that additional funding for the new bus service, which could be ready to begin operations as early as next year, is obtained through the sale of underperforming government assets and not through a loan from the central bank - Incorrect. Idiomatically should be Propose THAT x BE y

(E) that additional funding for the new bus service, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank- Correct

(A) that additional funding for the new bus service, which could be ready to begin operations as early as next year, should be obtained through the sale of underperforming government assets and not through a loan from the central bank
Since it is proposed, we require the subjunctive form. Which is the base form of the verb.

(B) that the additional new bus service funding, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank
Incorrect meaning. Bus service funding cannot be ready to begin operations.

(C) that the additional new bus service funding, likely ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank
Same as B.

(D) that additional funding for the new bus service, which could be ready to begin operations as early as next year, is obtained through the sale of underperforming government assets and not through a loan from the central bank
Same as A.

(E) that additional funding for the new bus service, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank
Correct Option.

(A) that additional funding for the new bus service, which could be ready to begin operations as early as next year, should be obtained through the sale of underperforming government assets and not through a loan from the central bank
--> should is not needed because subjunctive tone already conveyed the tone

(B) that the additional new bus service funding, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank
--> additional is modifying the bus service rather than funding; "which could ..next year" modifier is modifying funding rather than bus service

(C) that the additional new bus service funding, likely ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank
--> additional is modifying the bus service rather than funding; "which could ..next year" modifier is modifying funding rather than bus service

(D) that additional funding for the new bus service, which could be ready to begin operations as early as next year, is obtained through the sale of underperforming government assets and not through a loan from the central bank
--> as the verb propose is used for subjunctive after that simple form of verb is need

(E) that additional funding for the new bus service, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank

The Chief Minister proposed that additional funding for the new bus service, which could be ready to begin operations as early as next year, should be obtained through the sale of underperforming government assets and not through a loan from the central bank.

(A) that additional funding for the new bus service, which could be ready to begin operations as early as next year, should be obtained through the sale of underperforming government assets and not through a loan from the central bank.

This choice seems legit. Hence, I will keep this as a Contender.

(B) that the additional new bus service funding, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank

The phrase “that the additional new bus service funding” alters the meaning of the sentence giving the funding a specificity. The Chief Minister talks about the general funding for the new bus service. There is very subtle yet grave difference in the meaning. – Incorrect.

(C) that the additional new bus service funding, likely ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank

The phrase “that the additional new bus service funding” alters the meaning of the sentence giving the funding a specificity. The Chief Minister talks about the general funding for the new bus service. There is very subtle yet grave difference in the meaning. Also the phrase” likely ready to begin operations” is wordy and changes the intended meaning of the original sentence. – Incorrect.

(D) that additional funding for the new bus service, which could be ready to begin operations as early as next year, is obtained through the sale of underperforming government assets and not through a loan from the central bank.

The use of word “is” in the phrase “is obtained through the sale of underperforming…..” is incorrect. With the word “propose” I need a subjunctive or The word “should” – Incorrect.

(E) that additional funding for the new bus service, which could be ready to begin operations as early as next year, be obtained through the sale of underperforming government assets and not through a loan from the central bank.

This choice seems legit. Hence, I will keep this as a Contender.

Between choice B and choice E, choice E seems legit and more concise with the correct use of subjunctive. While choice B has no grave errors, the use of "should" makes it wordy. Hence choice E is the answer.

Answer: Choice E
