1 revolution = 3.14 * diameter.
Number of revolutions in 1km = 1000m / ( 3.14 * 0.71m ) = 448.5. Hence 448 complete revolutions.

Circumference is $$d*\pi$$ = (.71m)($$\pi$$), rounding:

$$\frac{7}{10}$$m * $$\frac{22}{7}$$ = $$\frac{22}{10}$$m, or 2.2 m = circumference

1km = 1,000m, which is distance

Distance/circumference = # of revolutions

$$\frac{1,000 m}{2.2 m}$$ = 454 revolutions

Answer B is the only one that's close.
