The best answer is E.

There is a modification error in A. The relative clause which is 900 times the daily average for the typical site and accounting for a significant percentage of the oil produced is intended to modify 10,000 barrels of oil but it erroneously modify Alaska's Prudhoe Bay. The same modification error exists in B as well.

In C, with a daily average of 10,000 barrels of oil is ambiguous. It has to be further qualified in order to clear the ambiguity. The correct form can be with a daily average production of 10,000 barrels. C can be eliminated for an incomplete modifier that creates an ambiguity in meaning.

There is no justification for the use of the present perfect tense has yielded in D. The simple present tense is appropriate.

E is left as the right answer.

A daily average of 10,000 barrels of oil is yielded in Alaska’s Prudhoe Bay, which is 900 times the daily average for the typical site and accounting for a significant percentage of the oil produced in the United States.

A daily average of 10,000 barrels of oil is yielded in Alaska’s Prudhoe Bay, which is 900 times the daily average for the typical site and accounting for a significant percentage of the oil produced in the United States.

(A) A daily average of 10,000 barrels of oil is yielded in Alaska’s Prudhoe Bay, which is 900 times the daily average for the typical site and accounting for a significant percentage of the oil produced in the United States - WRONG. Wrong referent for relative pronoun 'which'. Parallelism is incorrect. Meaning is not clear.

(B) A daily average of 10,000 barrels of oil, which has been yielded in Alaska’s Prudhoe Bay, being 900 times the daily average for the typical site and accounting for a significant percentage of the oil produced in the United States - WRONG. Not a sentence, no verb present.

(C) With a daily average of 10,000 barrels of oil, Alaska’s Prudhoe Bay yields 900 times the daily average for the typical site, a significant percentage of the oil produced in the United States your answer. 'a significant... United States' wrongly modifies site.

(D) Alaska’s Prudhoe Bay has yielded a daily average of 10,000 barrels of oil, which is 900 times the daily average for the typical site, and for a significant percentage of the oil produced in the United States - WRONG. Present perfect tense is wrongly used. Meaning is lost.

(E) Alaska’s Prudhoe Bay yields a daily average of 10,000 barrels of oil, which is 900 times the daily average for the typical site and accounts for a significant percentage of the oil produced in the United States - CORRECT. 'which' is correctly referring back to daily average. Meaning properly conveyed.
