Algae can be found living in almost all parts of the world’s oceans; they are an important part of the world-wide ecosystem by virtue of their constant re-oxygenation of the water which allowed them to rejuvenate even the most polluted environments.

A. by virtue of their constant re-oxygenation of the water which allowed them

B. by virtue of their constant re-oxygenation of the water, which allows them

C. on the grounds that their constant re-oxygenation of the water which has allowed them

D. since the constant re-oxygenation of the water that has been allowing them

E. by virtue of their constant re-oxygenation of the water allowing them

I picked E as it is constant oxygenation that should cause rejuvenation not water as in B

Without comma which modifies water

B. by virtue of their constant re-oxygenation of the water, which allows them
Correct

C. on the grounds that their constant re-oxygenation of the water which has allowed them
Without comma which modifies water

D. since the constant re-oxygenation of the water that has been allowing them
It is not clear that the doer of re-oxygenation is Algae

E. by virtue of their constant re-oxygenation of the water allowing them
Without comma allowing modifies water

In my opinion the question is poorly designed.
In the OA B "which" modifies "water" and is not correct as it should refer to "the algae virtue".
So I marked E because I supposed that the author forgot the "," before allowing

The "which" refers to "re-oxygenation" and not to "algae virtue". Therefore, the question is designed correctly. "Which" doesn't always have to refer right to word it is next to, sometimes a modifier can be in between.
