$$\frac{2}{3}$$rd of the mammals aren't allowed to interact directly = 24.

The total number of mammals are $$\frac{3}{2}* 24 = 36$$ which is $$\frac{2}{5}$$th of the mammals

Therefore, the animals which are NOT mammals are $$\frac{3}{5}*\frac{5}{2}*36 = 54$$ (Option C)

Let the number of animals be "x"
Given Mammals = 2/5 x
Mammals allowed to interact with public = 2/3*2/5* = 4/15*x
Given 4/15*x = 24 Therefore, x = 90
Not mammals = 3/5 * 90 = 54

IMO C
