Booth Essays this year have the 400 & 300 words max limit for essays. How rigid are these word limits ? I started writing my essay and even after multiple cuts could come down to 450 words each.

You want to come close to that number, and definitely do not go more than 10% over. So you will need to figure out a way to narrow the scope of what you're talking about about. Cover less ground focus on what is absolutely core to your message.
Ps If it's a PDF submission or an upload situation,that is, if it's a textbox situation then you'll want to test out go to 10% Theory before committing. Sometimes they won't let you go more than one character over and other times it's more flexible but no matter what don't go over 10% and its really better not to go over 10% on those essays
