Did all who receive the email to submit Official Test Scores, also received an invitation to interview?

I believe they ask everyone to submit official test score. I'll tell you my case. I emailed them asking if this is compulsory and they said no. Next thing, I found myself in waitlist without interview.

I believe they ask everyone to submit official test score. I'll tell you my case. I emailed them asking if this is compulsory and they said no. Next thing, I found myself in waitlist without interview.
