I don't think so. Based on my observations from reported call times from this year (on clear admit, gmatclub) and last year (on gmatclub), I note a few things:
1) They do appear to begin phoning many international folks first.
2) They also appear to begin phoning folks from the east coast first and move westward.
However, I also note that eventually (i.e. today and tomorrow--yes, people received calls up until the afternoon PST on the decision day) the calls seem to be scattered throughout depending upon whether it's a reasonable time in that location. For instance, come 6pm PST today they might phone people from the west coast and save some east coasters for the following morning. My guess is that they initially prioritize those folks who may be difficult to get in touch with on the first try (internationals, those with differing time zones), and then basically try to strategically call people based on their time zone.
I wouldn't give up hope until/unless you receive that e-mail telling you you're dinged or on the waitlist.
