Does Rice waive the TOEFL/IELTS if our undergrads were completely taught in English?

Hey!
I submitted my TOEFL since other schools I was applying to required TOEFL.

As mentioned on Rice's Website:

"International applicants whose most recent degree was not taught primarily in English must submit an unofficial copy of an English proficiency test score. We accept the following tests:

Test of English as a Foreign Language (TOEFL)
International English Language Testing System (IELTS)
Pearson Test of English Academic (PTE)

All English proficiency test scores are valid for 2 years, and we will consider your highest score. To begin reviewing your application, we only require you to submit your unofficial score report."

Does anyone know how to convert a 10 point CGPA grading system to a US 4?

I did check the WES online tool but it has no option for a CGPA system. I am from India.

Is this conversion mandatory before submitting the application?

It is mandatory
But I was also confused coz the Wes website has different passing percentage than my university system

I used the closest parameters available on Wes and mentioned a note of the deviations in the applications(I used the optional essay if I remember correctly)

"You are welcome to submit your full transcript without a GPA conversion. If upon initial review the Admissions Committee determines they need a full transcript/credential evaluation, we will reach out."

I did not convert mine and submitted my score on a 10 point system. Hope it helps.

I actually converted mine.
Apparently the grade converted to an even 4.0 so I thought that that could be a strategically beneficial step to enhance my profile.
Rice gives you am option to submit any.

Hi, I had applied a month before the deadline(the day of the app fee waiver deadline), and received interview notification within a week of the final deadline. Also, received the admit 3 days after the admit deadline.
