Marshall is rolling out admits, so chances are that you would receive a decision prior to R3 notification date.
As for what can be done to improve your chances, a quick analysis of your application would be a great first step. Once you identify any potential shortcomings you can work on that aspect and send them an update mentioning how things have changed between your application and now. It could be a new project or promotion at work, an improved test score, or even an impactful update in any hobby/social work that you mentioned in your application.
