Had the admissions team said something like this in any of the events? that waiver people are not eligible for scholarships

Yup it says exactly that, but I have no letters at all at the bottom.

a little disappointed if no scholarships for waiver students. Some schools have explicitly written that waiver wont have any implication on fellowships

I dont think then that the status in the letter will change seems pretty clear and definite
