The answer should be C as low cost needs to be a determining assumption to the conclusion which says low cost will promote more sales.

As the author says that the sales are going to climb because the batteries will become cheaper, he assumes that the price of the cars is the only reason (or the main one) why people might not be buying as many of them.

Therefore, this is literally the assumption made: cost is the overriding factor driving the demand.

And while the majority of answer options list other alternatives and potential reasons for why people may consider switching from or to these cars, the only point that deals with the cost-related assumption is actually C.
Hence, C is the correct answer.
