The electric car might have other problems that is stopping people from buying it. The analyst prefers ignoring all those reasons.
Thus the assumption is that lower cost is the main deciding factor when buying car. We need an option that targets this point.
(C) City dwellers are primarily motivated by cost savings when choosing a vehicle.
