Question: Assumption.

Unstated reasoning, which Analyst assumes to be true to arrive at the conclusion.

So, from reasoning we can see that affordability is related to the sales 

(A) Urban infrastructure, such as charging stations, will become more widely available in city areas this year. This supports the analyst's claim, but is this necessary? No, since we are only concerned about the sales increases due to affordable cars Incorrect

(B) The performance of electric cars, in terms of speed and comfort, is on par with that of gasoline-powered cars. This comparison is irrelevant. We don't know anything about the performance of gasoline-powered cares, hence we cannot compare them with electric ones Incorrect

(C) City dwellers are primarily motivated by cost savings when choosing a vehicle. Correct This is exactly what we are looking for. The reason/ evidence talks about the cost of the cars to the consumers, and the analyst jumps a step ahead and claims that sales will increase. So, analysts assumption is about the relation between affordability of an electric car and the sales of the electric cars.

(D) The cost of gasoline will remain stable throughout the year. Irrelevant, reasoning similar to Choice B Incorrect

(E) The production of electric cars will be sufficient to meet the increased consumer demand this year. This choice takes another leap forward into the future, but we are not concerned about what's going to happen in the future. Furthermore, from the argument we don't know how predictions will impact the customers purchase of an electric car Incorrect

Option A : Kind of vague. What if everybody has charger in their homes? In real world this is true but from given text its not. (Cost aspect )
Option B : Again, this is unrelated to the cost aspect in the text
Option C : Aha! This covers the cost aspect and negation of this destroys the whole conclusion
Option D : Are cars only run by gasoline? Maybe Diesel ? Maybe Jet fuel? who knows what gasoline is :p
Option E : No we are happy with pre-ordering cars and waiting (as per text)

To support analyst claim, Lets figure out assumption that will bridges the gap between "lowered the cost of electric cars" and "The sales and pre-orders of electric cars in urban areas will significantly"

Lets evaluate options.
(A) Urban infrastructure, such as charging stations, will become more widely available in city areas this year. - Incorrect - Nothing related to cost reduction.

(B) The performance of electric cars, in terms of speed and comfort, is on par with that of gasoline-powered cars. - Incorrect - No comparison mentioned in stem.

(C) City dwellers are primarily motivated by cost savings when choosing a vehicle. - Correct - If city dwellers looking for more affordable options in electrical cars, then the reduction in the price of electric cars would likely increase the sales and pre-orders of electric cars in urban areas. - Hold on to this.

(D) The cost of gasoline will remain stable throughout the year. - Incorrect - well this will affect the choices of people for chosing electric cars kind of weakening option.

(E) The production of electric cars will be sufficient to meet the increased consumer demand this year. - Irrelevant - we are not concerned with demand here.

I think answer is C.

Answer will definitely be C as if the city dwellers are not motivated by cost, then entire argument falls apart and sales + preorders of electric vehicles wont increase.

Stimulus: Sales is going to increase because improved technology will bring down the cost.

Options A,B,D are not the answers because even if those assumptions are not in place it may be the case that people will buy the e-vehicle.

Option E is concerned with demand and supply which is not the case.

Option C is the assumption we need, because if consumers preference is not the price of the commodity then we can't say that decrease in price will increase the sales

Nothing is mentioned regarding urban infra., so this is an extra info can't be assumption.

(B) The performance of electric cars, in terms of speed and comfort, is on par with that of gasoline-powered cars.
Nothing is mentioned regarding car performance, irrelevent info.

(C) City dwellers are primarily motivated by cost savings when choosing a vehicle.
Para. talks about the relation of car getting cheaper and increase in orders. Which intern show the above assumption.

(D) The cost of gasoline will remain stable throughout the year.
Nothing is mentioned regarding connection of orders with gasoline. irrelevent info.

We are dealing with assumption question. We need to pay attention to Premises and Conclusion. 

Deconstruct the Argument:

The primary reason for this increase is that ongoing improvements in battery technology have substantially lowered the cost of electric cars, - Premise
making them more affordable for city dwellers. - Intermidate Conclusion

State the goal:

In assumption question we are looking for answer that MUST (Necessary) to be true. not just strengthening the argument.
Let's think of some assumption here: Who said that people will but more EVs? just because of of the battery? so the argument assume that.
If other cars WITHING URBAN area are becoming much cheaper? if the battery is super expensive of charging with that new technology? So It will not be more expensive after the purchasing. 
Goal: We are trying to find an assumption unstated that people will buy and order more cars because of the new battery.
Also we MUST jot down the Strong and Improtant language here: URBAN, This year, Significantly. don't forget this words along the road.

Elimination:
A)UnclearImpact - First it is talking about the future -_-. second if it will become widely available is it the NECESSARY reason for SIGNIFICANTLY more sells? NO.. - Eliminate.
B)IrrelevantDistinction - The answer mix EVs with Gasoline cars in matters of speed and comfort. we spoke only about cost in the argument.. - Eliminate.
C)Correct - the most usefull techinque here is NEGATE (in assumption questions): let's take a look. 
City dwellers are NOT primarily motivated by cost savings when choosing a vehicle. if it's true we can be sure that the sells won't go up. if the dwellers don't care about the EVs price. the argument falls apart. - Keep.
D)No tie - The cost of gasoline is not relevant to our argument. we are speaking of EVs and pharps Gasoline cars. from that point to Gasoline cost it has no connection to our argument. - Eliminate
E)Soft language - I told you before to write down the Soft and Strong clue words :). Here we speak only of Consume demand in general. we speak only of City dwellers in our argument. - Eliminate

C. If cost savings is not the primary motivator, then the conclusion will not hold as there probably is another reason why the electrical cars won't sell. Keep
D. We don't know what effect this will have on decision making. Maybe the prices are already very high.
E. Even if the production does not meet the demand, the pre-orders will increase. This already in argument's consideration so the conclusion still holds­

B,C and D are out of scope. A is close to being an assumption but E is a better answer since if we negate it, it would mean there isn't much production to meet the demand and hence sales can't happen.
