I started the same way as Bunuel, above. That is, every 24 hour rotation of the clock puts us at 1:30 p.m.

So 647 / 24 = 26 days with remainder of 23 hours.

These clock questions sometimes get tricky, so because I had 23 hours extra, I counted  forward  23 hours:

12 hrs to 1:30 a.m., then

11 hrs to 12:30 p.m.

Not as simple as Bunuel's method, but especially if you are unsure about whether to go back or forward, and/or not used to military time, the 
+23 remainder way works too.
