Can someone answer me this.. The school waived the requirement for a test of english proficiency for me... But Is a TOEFL or IELTS required for an F1 visa??

The F1 visa does not require taking any tests. Admit from the university is sufficient. I don't even know how you would submit it...
You Need an I-20 and proof of financial support.
You also need to indicate that you do not intend to immigrate (but that's a diff story and much harder to demonstrate).

P.S. One reason people get F1 visas is that they enter the US for language training.... which would be counter-productive if the F1 required english proficiency.

Just got my admission packet. Delivered via Fedex in straight two days.
Got scholarship of $10k/semester which translates into $40k for entire program. I was expecting bit more, but again, I guess it's alright.

The time taken between submission of the application and the interview invite for other applicants should not be a factor to consider.. You will only end up worrying yourself...

I applied on 29/09/2013 and got an interview invite on 14/11/2013, while some other Indian applicants who applied around the same time were interviewed in the 1 week of Oct. So no need to worry, you have done the hard work, now chill for some time.

My interviewer was very kind to me through all the chaos that went before and at the time of interview.
Though a trivial query, but this is my first admission interview and I am unaware of the nuances.

I am not sure about your question. As I can see from the post, the admissions committee is taking abt a mnth and half to send out interview invites to most.
