I have a general question about the official GMAT practice tests. I know you are able to take a practice test and then restart it, with the possibility that you might get repeat questions. Does each exam have its own unique pool of questions from which it pulls? Or does exam pack (the first 2 free, Exam pack 1, and Exam pack 2) pull from their own respective pools of questions?
If it is the latter case, can you "over-reset" and effectively ruin the possibility of having a fully "clean" second test?
So for example, if I take the first free practice test then reset it 3 times, is there a possibility that when I take the second practice test it could give me a question I've already seen?

Yes, the moment you will reset your exam the chances are you will see the repeat questions in whichever set you give.
Also, all the exam packs (Free version, Pack 1 and Pack 2) have their own set of practice questions. It will not happen that you will see the questions of exam pack 1 in free version or vice versa.
