Actually the tone here is subjunctive and hence the given sentence is written correctly.

Can someone explain why A wins over E? Yes, I know that it might be about subjunctive, but I don't understand how does it work.

What I understand is that the subjunctive is in the pattern when the clause uses bossy-word verb (ex. require, demand, mandate, etc.)

1. But in this case, "Requirement" is used as Noun not Verb. So is it okay?
2. And the main verb of the clause which is "was" is not subjunctive, why it adapts with "return" but not "was"?

Official Explanation

The sentence, with the verb  “return,”  is correct as written.

(B), (C), and (D)  make unneeded changes that introduce errors into the otherwise correct construction.

(E)  is incorrect because the verb  “returns”  is in the wrong case.

Yes A and C are different in terms of meaning. Should in C option means - worker are suggested to return to work (they have choice) - which is definitely incorrect here.

We could argue that they have a choice, in that most people ignored this requirement. However, we still can't require someone to "should." We can require someone to do something, or we can say that they *should* do it, but those two can't be combined. There's no way to say "You MUST SHOULD do this."
