lets look at the options:
(A) as one registered to an individual with a gross weight of less than 8,000 pounds.
In this sentence, it seems to be the individual having a gross weight of more than 8000 pounds.
so this makes no sense.
(B) to be one that is registered to an individual with a gross weight of less than 8,000 pounds.
Again here, the individual is incorrectly modified as having a weight of more than 8000 pounds. Also, x defines y to be seems to be an incorrect idiom, it should be x defines y as
(C) as one that is registered to an individual and that has a gross weight of less than 8,000 pounds.
In this option, the idiom x defines y as is properly used. Also a parallel structure is correctly introduced to modify the one (private passenger vehicle).
So this option is correct.
(D) to have a gross weight less than 8,000 pounds and being registered to an individual.
The idiom x defines y to seems incorrect in the context. Also there is an incorrect parallel structure
(E) as having a gross weight of less than 8,000 pounds and registered to an individual.
In this option, the idiom is correctly used. However, we have an incorrect parallel structure; having... and registered... are not parallel.

C. Weight refers correctly to the vehicle and not the individual ( kinda heavy at 8000 pounds ) , is parallel and also don't use the unnecessary present perfect tense as used by D and E.
