The UN arms inspectors are reviewing Iraq’s arsenal of weapons for the determination of whether they are meeting the requirements set by the Security Council.

(A) for the determination of whether they are meeting the requirements set by the Security Council - determination is incorrect. They refers to arsenal of weapons which is illogical.

(B) for the determining of whether or not it meets the requirements set by the Security Council - for the determining is incorrect. It refers illogically to arsenal of weapons.

(C) for the determining of whether the requirements set by the Security Council are being met or not - for the determining is incorrect

(D) determining whether the requirements set by the Security Council are being met - determining is incorrect

(E) to determine whether the requirements set by the Security Council are being met - to determine indicates the purpose and is correct.

Answer E.

MANHATTAN REVIEW OFFICIAL EXPLANATION:

Is someone is doing x doing y, for doing y or to do y? What would you normally say? If you say doing x doing y or doing x for doing y, it implies a sequence, and lacks the element of causation that is necessary for this sentence. You want to use the infinitive form because it expresses causation. Someone is doing x (because) to do y. The inspectors are reviewing the weapons to do something. Choice E is the correct answer.
