Option B correctly joins the two parts of the entire sentence by using 'and' and also considers 'number' to be real indicator unlike other options which confure between the number of newspaper and the coast (used as a modifier).

I would go with option B.

What is the OA?

B. 'that' and 'which' in other choices do not have clear referents.

There are more than forty newspapers published in the cities of Kerala, a state on the Malabar Coast, which reflects the fact that Keralans are by far India’s most literate citizens.
(A) which reflects (which modifies malabar coast )
(B) and that number reflects ( correct)
(C) which reflect (again )
(D) that number reflects (that is a relative pronoun used in subordinate clause ,but since this is a main clause so coordinating conjunction and with a comma is required)
(E) that reflects


Please correct me if i am wrong!!!
