According to Darden website-
Fellowship Selection Process
The Jefferson Scholars Foundation will invite candidates to apply for the fellowship in late summer. In addition, the Darden School nominates a select number of candidates who apply in the Early Action and first application rounds. International students are invited to apply in Darden's Early Action round to be considered for a nomination to participate in the Jefferson Fellows Competition.
For those selected finalists, the Jefferson Fellows Competition includes Competition includes a panel discussion, case discussion, and panel interview. The 2020 Competition will be held remotely. Candidates will have the opportunity to connect with Jefferson Fellows, Alumni, and Darden Faculty through remote Learning Teams.
According to Jefferson Scholars Foundation-
Candidates are nominated by the Darden School and by an at-large process consisting of a comprehensive review of GMAT test results, professional achievements, and academic excellence. Those who attain candidacy are then invited to attend the national selection competition conducted in late fall.

I believe the initial screening is based on submitted GMAT score, so if you are invited to apply and would like to attend Darden it is worth thinking about.
The actual application is nothing additional than the standard Darden application (at least it wasn't last year) so there is no added time/effort, although the deadline for the essays if you are applying in Round 1 may be pushed forward slightly.
The actual competition itself is very competitive, but a great experience. The Jefferson Fellows across UVA are pretty prestigious.
If you are planning on applying to Darden, there really isn't a whole lot of downside in throwing your hat into the ring for the Jefferson. These operate as separate bodies (Darden Admissions, Jefferson Committee) so it's not like you can get locked out of one or the other.
