Have you applied anywhere in R2? If not, I would say try to improve your GMAT and then apply in R1 next cycle. However, if you have applied to schools in R2 and want to shoot your shot for Ross in R3, then go ahead

Agree with @ag1006...the schools have fewer seats in R3 and 690 as an Indian applicant for Ross might be slightly below the cohort average, especially if you are an engineer/have IT background. Also, if you are still based out of India, you might want to look at the visa timelines...if R3 results come out in late Apr/early May, it might be tricky to get visa stamped in time...
