Can someone clear query..... whether 13 incorrect questions in verbal leads to such a low score of V25?

Both yes and no are possible. Imagine 13 counted incorrect questions and many consecutive errors, easy/medium level, etc. There can be many reasons.
Which mock you had given and got this score? Did you analysed the mock?

As far as I know, It is definitely not about the number of questions you answer incorrectly. It depends on how many sub 600 level or 600 level questions incorrectly. This happens because the system does not throw 650 or 700+ level questions at you, if you answer easy or medium level questions incorrectly. The overall score tends to be low in this case.
