Should there be a comma "....,but faces..." in this sentence? : "The railroad lobby, in addition to environmental advocates and intercity commuters, touts the proposed cross-country high-speed rail system, colloquially known as a "bullet train," as the future of transportation but faces an uphill battle against airline companies and automakers, two groups with an outsized influence in Washington"
The sentence contains two independent clauses: "The railroad lobby....the future of transportation" and "faces an uphill battle...in Washington", but there is no comma before the coordinating conjunction "but" that connects the two independent clauses. This statement was the correct answer in a sentence correction question. Is this correct?

Notice that "faces an uphill battle ..." includes a verb, "faces," but does not include a subject. So, "faces an uphill battle ..." is not a clause.
Thus, no comma is needed before "but," and the sentence is correctly written.
