4 + 5/a
(1) if a>10 then 5/a will always be less than 1/2 hence m will always be 4
Sufficient
(2) if a is between 0 and 20 then m will take
5 when a is between 5 and 10

\(\frac{4a + 5}{a}\) = 4+\(\frac{5}{a}\)
S1 - a>10
\(\frac{5}{a}\)<0.5
Value of the expression to nearest integer can be found.
S2 - 20 > a > 0
If a>10, \(\frac{5}{a}\)<0.5 and if a=5, \(\frac{5}{a}\)=1; two different answers.
Not sufficient.
