I must admit the argument is not that difficult to comprehen its the stem and strong paraphrase of the answers that is making it more difficult.

Ok , I do not know whether my answer is right or wrong , but i will analyse the argument.

Argument says that manufacture of the full size cars are deemed to decline because of the new fuel efficiency regulations. Than, two persons discuss the implication of this law with respect to the safety of the passengers.
Mac says the full size cars help the passengers to protect them from accident involving sub compact and full size cars.
Legett says Its the full size cars that is responsible for the accident

Mac commits himself to the fact that full size cars are not a threat for the safety of its own passengers, infact it helps them. But it nowhere commits that it is dangerous for the passengers of the other cars.

Legget commits himself to the fact that full size cars are the cause for the accidents.

But both does not seem to discuss about the central issue ie decrease in the manufacture of full size cars with the reduction in fuel efficiency.
I did not find any answer to be close but ended up selecting E

IMO :- C

Option B :- Neither MB nor LG say that fuel conservation is more important than safety, infact both agree that safety is more important - not correct
Option E :- for the sake of argument lets consider there are only 2 types of cars, full size and subcompact. Both MB and LG agree that fuel standards will discourage one type of car so we can infer that they both agree that fuel standards will encourage other type of car - not correct
Option D :- Both MB and LG are concerned with the seriousness of a collision not with number of collisions - not correct

IMO, the question asks about a choice which is true and which is a point of disagreement between MB and LG
Option A :- Although both MB and LG disagree on the whether manufacture of full size cars should be discouraged, it cannot be true.

Option C :- In collision between Full size and sub compact, people in Full size are safer than people in subcompact. This statement is true and also the statements of MB and LG seem to disagree on this point.

IMO, the question asks about a choice which is true and which is a point of disagreement between MB and LG
Option A :- Although both MB and LG disagree on the whether manufacture of full size cars should be discouraged, it cannot be true.

Option C :- In collision between Full size and sub compact, people in Full size are safer than people in subcompact. This statement is true and also the statements of MB and LG seem to disagree on this point.

I do not see any special connotation for the word "truth" in the question. Whether you disagree on a statement or on the truth of that statement it is the same.

i thnk i misunderstood the stem....I was thinking that we need to find an answer that shows the disagreement to each's thought...but actually we need to find a statements that highlights the point to which each disagrees upon...

you are right that we have to infer the stand of two from their statement..
lets look at the choices..

(A) The manufacture of full-size cars should be discouraged.
we can see from the coloured portion that Mcbride is disturbed on the prospect of manufacture of full-size cars being hampered whereas legget proposes that the new legislation should be accepted to discourage manufacture of full-size car. OPPOSING VIEWS... Correct
(B) Fuel conservation is less important than safety in the event of a
collision.
Cannot be said clearly as both lay emphasis on safety
(C) When a full-size car and a subcompact car collide, the occupants of the
full-size car are less likely than the occupants of the subcompact car to
the seriously injured.
Both agree on this point
(D) Reducing the number of full-size cars on the highway will reduce the

First I went with B. Looks pretty straight forward.

After reading the question again "Leggett" never talks about Fuel conservation or safety.

McBride says the manufacture of full size cars to be discouraged.

On the other hand Leggett says on the same prospect, "new fuel efficiency standard should be supported precisely because they discourage the manufacture of full-size cars".

The answer is A.
