Little trick but going with E here..

From 1, we only get ratios so we cannot find out the number of staff members

INSUFF

From 2, although 18,27,36 are supplied it seems evident that there should be 9 staff members (2/3/4). But it could just be that there is 1 staff member having all the items.

INSUFF

Combined is also INSUFF

E

I) ratio only INSUFF
II) numbers but could be 9 staff = 2:3:4 each or could be 3 staff 6:9:12 each INSUFF
