The first clause of the sentence is intended to modify Mozart but instead it modifies Mozart's serenade No.13.
Hence A ,B , C are eliminated because they all repeat this error.
We are left with D and E.
D uses a wrong idiom
Hence answer is E.

A historic composer for Western music, Mozart’s Serenade No.13 is to the classical period what Vivaldi’s The Four Seasons is to the Italian Baroque period.
To begin with, the original sentence has a modifier issue- a historical composer for western music must refer to Mozart himself- Mozart is the composer.
A. Mozart’s Serenade No.13 is to the classical period what- Wrong because of the aforementioned reason
B. Mozart’s Serenade No.13 is to the classical period like- Same as (A)- modifier issue .Further, the correct idiom is- X is to Y what A is to B.
C. Mozart’s Serenade No.13 is to the classical period just as- Same as (A)- modifier issue .Further, the correct idiom is- X is to Y what A is to B.
