You can ask for a GMAT waiver for various schools. You can basically create a list for those that say yes. It's very rare in a post-peak Covid-19 environment that "top school" and "no GMAT" go hand in hand.
Would you consider applying in R1 of next year for the top schools? This way you have ample time to prepare for and take the GMAT and put together solid applications.
You could also consider R3 but it sounds like you are well aware of how the drop off in admissions rates from R1/R2.
