Sentence skeleton -
Because of XXXX, today $200 buys a HD space which is double the space $200 bought in 2004.

A) it has in 2004 - non sensical.
B) that it did in 2004 - Correct. Conveys same meaning as the skeleton structure. That - is used for $200 and -that did- correctly matches the time frame of the action..
C) has - again same error
D) as there were in 2004 - distorts the meaning
E) $200 buys doubling... - nonsensical..

(A) double the hard drive space that it has - Usage of "has" is incorrect tense here
(B) double the hard drive space that it did - CORRECT
(C) as much as twice the hard drive space it has - Usage of "as much as" is incorrectly used for comparison here
(D) two times as many hard drive space as there were - Usage of "there were" is incorrect here
(E) a doubling of the hard drive space that it did - Illogical

Hence, Answer is B

I'm not quite clear with the solution. According to the solution:

E: $200...buys a doubling.

Conveyed meaning:
If a consumer pays two hundred dollars, the ACT OF DOUBLING will be performed .
Not the intended meaning.
The intended meaning of the original sentence is that $200 buys not an action but an AMOUNT: double the hard drive space.
Eliminate E.

I have one little question on the correct choice B.

"did" is wrong, right?
There is no antecedent in the sentence.
"it did (buyS)" doesn't make sense, right?
Hence, when the tense shifts in the sentence, "did" should be replaced with "bought"

One purpose of did is to stand in for the simple past tense form of an antecedent verb.
An OA in GMATPrep:
Since 1990 the global economy has grown more than it DID during the 10,000 years from the beginning of agriculture to 1950.
Here, did stands in for the simple past tense form of the antecedent verb has grown.
In other words:
did = grew
Conveyed meaning:
Since 1990 the global economy has grown more than it GREW during the 10,000 years from the beginning of agriculture to 1950.
