Not at all, they actually send interview invite and admit letters and after this, you can apply to financial aid. This is my understanding...

They sent me this now.. "While your application is being reviewed by the Kellogg Admissions Team, our office would like to invite you to complete the Financial Need-Based Scholarship Application for consideration of financial need-based scholarships if admitted."
