Short answer: Yes, you can negotiate
Admissions decisions are final, scholarship decisions are not. Remember, the adcom selected you because they want you to attend. You can mention other programs and scholarships you have received, but do not lie. The last thing you want to do is come off as dishonest and lose the adcom's support. Be humble and understand that there are many deserving applicants who have received scholarships, and many deserving applicants who did not even receive admission. I have seen quite a few posts on these forums from prospective students who have taken an entitled attitude toward the adcom's decisions. I think it goes without saying that you should avoid that at all costs. Explain why a scholarship is important to you, rather than why you think you deserve one. Don't forget that the adcom is well acquainted with your application, so if what you say now does not coincide with what you said during the application process, it may be a good idea to explain why your rationale has changed.
