leverage other schools' scholarships to negotiate with Ross. Tho I heard Ross does not accept negotiation? Need some more confirmation.

If other schools offering scholarship are significantly lower ranked, will it be useful?

Doubt it. Generally schools will raise the scholarship amount only if the candidate got scholarship from a "higher-ranked" school or got a significantly bigger amount scholarship from a "similar-tier" school.
