I got a request today for a R2 prerecorded video interview. Only received that, however. Is it a poor sign to not also receive an in-person interview request? Any R1 people have any insight?

Nope, its not a bad sign. That's just how they roll. Based on responses from prerecorded interview they invite candidates for admissions interview and even after that they may have some follow up questions. I went through all this in R1 and received my admit offer.
